- Add Viper quests
- Pathfinding/following a path via navmesh are no longer considered as 'out of combat' for combat steps (as they can happen to move into cast/melee range)
- Attempt to fix vesper bay aetheryte ticket problems with gate
- Rewrite logic for skipping quest steps to be more flexible
